Baltimore County, Maryland Executive Update - June 2003

 Dear Citizen,

 My first six months as Baltimore County Executive are marked by a closer
 examination of safety issues in our county. Crime is down 2.6 percent in
 Baltimore County.

 This accomplishment is the result of many years spent focusing on crime
trends in our county. I plan to build on the success of the past to un-tap
 greater potential for our future. During these six months, we have created
 several new public safety initiatives that benefit each member of our
 community.

 *Criminal Justice*

 Recently, I announced the creation of the Baltimore County Criminal Justice
Coordinating Council. This council will serve as a forum for top-ranking
law enforcement, judicial and community service officials to develop a more
collaborative approach to criminal issues.  The council will work to define
criminal justice needs, assess the adequacy of existing programs, and
develop holistic strategies to solve problems and coordinate initiatives.

 *Juvenile Drug Court*

One of our most encompassing institutions is the new Juvenile Drug Court for
Baltimore County. This program is designed to handle cases of juveniles
who > are regular substance abusers, but have not been charged with a sexual
offense or violent crime. Through this program we hope to see a reduction in
substance abuse and repeat delinquent behavior.

 *Outdoor Grilling*

 While these programs are invaluable to our community, public safety is
more  than just crime.  As summer gets underway, it is important to remember
that  there are many dangers within our own residences.  One critical area of
your  home that you can learn to safeguard is your outdoor grilling area.
Barbeques, grills and propane can all be dangerous if proper precautions
are not in place.

The Baltimore County Fire Department recommends that grills only be
operated by experienced adults.  Children are to be kept away from heat and flames
at  all times.  Also, have a fire extinguisher close-by in case a fire spreads.

 *Fireworks*

 Additionally, many outdoor celebrations feature fireworks.  While we hope that everyone has an opportunity to enjoy all the fun of summer, we wish to offer a few fireworks safety reminders to ensure that your gatherings are as entertaining and safe as possible. Please make sure that firework users are fully aware of how to operate the devices. Use your fireworks in a large, open space away from houses and trees. Furthermore, be aware of the closest water supply and phone to call the fire department in the event
that a device malfunctions.


 *Family Emergency Plan*

Summer weather can also pose a risk to the freedom of the season. The Baltimore County Fire Department suggests that families take this time to
re-evaluate and adjust their Family Emergency Plan. When in place, such a
plan can be a lifesaver when catastrophe strikes.

In recent years, our region has witnessed a number of hurricanes and tornadoes. Fire officials recommend that your family invest in an
Emergency Alert Radio. The radio will sound an alarm in the event of a weather or
 community emergency to notify your family.

 *Skin Cancer*

 As the weather heats up, it is also vital to remember the dangers posed by
 the sun's harmful rays. Skin cancer is a deadly, but preventable disease.
 Baltimore County is currently running a public service announcement
 educating residents on ways to protect themselves from sunburn.  Applying
 sunscreen should be a part of everyone's daily routine.

 For those of you caring for small children, remember that they especially
 need strong sun protection.  A good rule of thumb is to re-apply your
lotion  after every hour you spend in the sun, and immediately after swimming.
 People of all complexions should use precaution, skin cancer does not
 discriminate on the color of skin.

 *Community Policing*

 Another crucial program we have in place through the Baltimore County
Police Department is Community Policing.  This project allows police officers to
serve neighborhoods more personally and effectively.  By bike, or on foot,
 our officers are able to interact with residents and become familiar with
 the area on an intimate level.  Such communities also feature outreach
 centers, probation officers, and citizen organizations all committed to
preserve safety on their streets.

Our ultimate goal in County Government is to enhance and preserve our
quality of life.  By taking a closer look at public safety in our county,
we renew our commitment to security and share our expertise with others.
